OBJECTIVE
Investigate and Critically Engage/Reflect with the concepts, principles, and research
findings relating to educational change processes.
The education sector has been progressing over the years and numerous theories have
been formulated to explain educational change. Goodson (2001) proposed three change segments
in educational processes which include the external, internal and personal segments. This paper
explores Goodson’s theory of educational change and applies it in the context of the primary
education in Melbourne. The limitations of the theory are also examined and modifications are
proposed to better match the theory to this context. In order for educational change theory to be
effectively implemented by teachers, the external, internal and personal segments need to work
together.
The first segment of Goodson’s theory is the external change, which is implemented from
top-down. It may include the introduction of new systems of state testing and national
curriculum guidelines. This involves the introduction of changes that have been developed by
governments or states. External change mainly occurred in the 1980s and 1990s where corporate
bodies and government agencies increased their involvement in educational matters (Goodson,
2001).
