Define congestion in today’s urban settings

Define congestion in today’s urban settings (such as Chicago,
Washington, DC, Los Angeles, New York, etc.) and propose possible
changes to that urban setting’s public infrastructure; describe how
you would measure such changes to that congestion to prove your change
was successful.
Note: Read the question carefully. The question is composed of two
sentence phrases. The first part asks you to define congestion. But,
not just some definition from any book or reference. This definition
has to be one that fits an urban setting. So, you will have to also
define what an urban setting is. Think carefully here. Many get this
wrong. Spend time thinking about how many transportation modes there
are in an urban area. Don’t forget how time plays a factor in both
Second is to define what is a public infrastructure, as compared to a
private one? Is there such? Is there a public and a private
Third is to list at least one measurement that can be used to show the
impact of such changes. So, what would you tell your boss or the Mayor
that you were going to measure to prove your proposed suggestion will
or may work?
Fourth, all the above also revolves around your solution. So, that
means to have a solution you must have a problem. So, you will need to
define a problem.
It is that simple to dissect a sentence, a question.

In today’s urban setting, congestion is one of the biggest transportation

problems. Congestion refers to the competition of space on the road by very many

vehicles for a small space, thus slowing down the traffic. Congestion leads to delays,

noise, air pollution and accidents. The growth of cities goes hand in hand with the

growth of traffic. Congestion has been increased by urbanization and an increased

population growth. In Europe, car ownership has increased rapidly in the last 15 years

and is expected to continue in that trend. An increase in car ownership means that there

will be more vehicles on the road. Long-term solutions therefore need to be

implemented to solve the problem of congestion in light of the increasing car ownership

and population growth (Taylor 2002).
