Even though, Saudi Arabia’s religion and tribal customs that define and guide marriages

are extremely conservative and violently opposed to what is termed by many Muslims as Judeo-

Christian political ideologies such as human rights and fundamental freedoms for all including

women, incestuous marriage have been termed to as a noticeable public problem in Saudi

Arabia. It has been termed to as a noticeable public problem since it is not new in Saudi Arabia.

In this society incest as old as laws that prohibits it. Furthermore, experts and women rights

advocates do not claim that the cases of incestuous marriages are increasing, instead the

incidences are becoming a more noticeable public problem because of its consequences

especially siring genetically deformed children the government has put in place a public policy.

In an effort to curb and minimize the risks faced by blood related couples, Saudi Arabia’s

authorities have adopted an advance genetic screening policy for all couples planning to marry.

This mandatory screening is meant to warn related partners planning to marry about genetic risks

they may get exposed to. In a 2009 study, the Centre for Arab Genomic Studies (CAGS) based in

Dubai found out that Arabs have the highest incidences of genetic disorders. Almost seventy

percent of these incidences are connected to incestuous marriages which are prevalent in Saudi

Arabia. From a rational root public policy model standpoint, makers of a public policy like this

one are supposed to have a wide range of alternatives from which to select (Fox, Bayat &

Ferreira 2007, p. 67). Most importantly, the policy makers are supposed to know the preferences

of the concerned society. They should also know as many policy options as possible.

Furthermore, since every public policy generally has results and consequences, policy makers

applying this model should know the various outcomes and consequences of the alternative they

choose in making a given policy.
