There are many themes in this story: political, social, medical, educational, and ethical, etc.

There is legislation in Congress now to regulate the kinds of food available to purchase with

Supplemental Nutrition Assistance Program (SNAP) using an Electronic Benefits Transer (EBT)

card. The short answer is Congress wants to limit purchases to more healthy foods, considering

children and adult health (which authority is in the Constitution for "police powers" and well-

being of the Union; in the story the theme is obesity and all of the comorbidities such as diabetes

and hypertension).

One approach might be to discuss potential limits grounded in theories of supplemental

assistance:

“In the SNAP program, users should not be allowed to buy certain foods that are high in salt,

sugar, and fat.” That would be the conclusion, but of course we care little about the result itself

and more about the process of reaching the conclusion. In the final paper, the conclusion will be

a few lines, and the rest will be the premises and supporting each premise.

In this hypothetical conclusion, an outline might look like this:

1. In a benefits program, to prevent fraud, abuse, and waste, the State should regulate access and

use.

2. In the SNAP benfits program, the State has an interest in users' overall health.

3. In overall health, a proper diet is an important factor, and certain foods should be limited or

avoided wholly, such as high concentration of salt, sugar, and fat.

Conclusion.

That is more theoretical than practical. A practical example would be something like, "To

prevent fraud, waste, and abuse in the SNAP program, the State should require a government ID

to purchase foods." An outline (based on some light research on fraud in SNAP) could be:

1. SNAP recepients give their EBT card to non-recepients.

2. SNAP recepients who are also drug addicts trade their EBT cards for drugs, and the dealers

use the EBT: e.g., $100 worth of Oxycontin for $200 on an EBT card. See Pennsylvania.

3. SNAP recepients associated with criminal organizations buy non-perishable groceries, rent a

shipping container, and ship the goods to Jamaica, Haiti, and Cuba to be sold on the street by

criminal organizations (in addition to buying cigarettes and beer at bodagos and 7-11 stores with

the EBT card and selling on the street, thus turning the program into cash).

Conclusion.

In both examples, each subsection would be about 1.5 pages with more details. You may use

footnotes to cite sources, but generally a 6-8 page paper should not quote directly another source

for more than 2-3 lines. Otherwise, students copy and paste quotes that take up a half-page on

each page and the paper turns into an informative paper.
